Connecting Azure VPN to Incompatible Partner VPN

I'm not a network specialist so apologies if I'm missing the obvious but...

We have an Azure VPN configured and need to connect to a partner's on-premise VPN. The partner's process means they must provide the pre-shared key for the connection so I don't believe we are going to be able to connect to Azure directly.  Also, we would have to do address translation to enable them to access the endpoints within our Azure VLAN and I don't believe the networking support in Azure caters for this.

So, I *assume* that we would need a "gateway" server which connects both VPNs together and provides the address translation.  Could that server itself be on Azure and, whether it can be on Azure or not can anyone point me in the direction of any up to date information on how to do this - what software and configuration I require, etc.?
