Can User Define Route overried BGP routes from ExpressRoutes ?

I read that there is order among different route types :

1. User defined route
2. BGP route (when ExpressRoute is used)
3. System route

I have VNET receiveing 0.0.0.0 from BGP in ExpressRoute which creates unwanted force tunneling. Can User Defined Route be used to override it ? If the table before and after the change could be shown here, that would be wonderful. Appreciated.
