DNS resolving to the closest datacenter

Hi all;

If we set our web app to run in one of the U.S. datacenters, Europe, and Singapore - and all have the url license.windward.net - how can we set it up so the DNS resolves to the closest instance that is up and running? Does Azure have anything for this?
