Azure Blocking FTP Data Channel

Hello,

I Have a VM on Azure and a FTP Server on my local site.

When i connect to the FTP from Azure all seems fine, but when i try to PUT or LS my local FTP it fails to connect to the ftp data channel.

331 Password required for XXXX

230 Logged on
ftp> ls
200 Port command successful
150 Opening data channel for directory listing of "/"
Aborting any active data connections...
425 Can't open data connection for transfer of "/"

How can i setup outbound rules?

Any Ideas?
