USING LEASED PUBLIC IP ADDRESSES

So... I have been looking around cannot find the yes or no answer to the following question(s):

I have a block of five static public IP addresses leased from my ISP.

1.) Can I assign/use these addresses with Azure in any way at all?

2.) If I can use these addresses will it be productive, counter productive, or no change?

3.) If using the addresses I have leased is productive, will the use of them save me any costs in my Azure billing?

I am sure that question three has a just a few configuration options available if the addresses are useable in a productive manner.
