Express Route and IPSec VNET to VNET

Hello!

Im trying to setup a VNET to VNET with an ExpressRoute and IPSEC.  Is this possible?

10.225.0.1  to  OnPrem (express route created)

10.225.0.1  connect to 10.225.46.1 (VNET to VNET; IPSec)

10.225.0.1  connect to 10.225.56.1 (VNET to VNET; IPSec)

10.225.0.1  connect to 10.225.66.1 (VNET to VNET; IPSec)

I updated the network.config file with the other networks as I would do for a typical VNET to VNET but I get an error message saying the file couldn't be uploaded.

The main connection is an ExpressRoute connection which is a "dedicated" connection type, not "IPsec."

Can anyone help me with connecting Multiple gateway types to one subscription?  How can I connect a IPsec VNET to an ExpressRoute?
