connect on premise server to azure server

I'm having trouble to connect my azure device to my on-premise server.

I'm totally new to azure. I have set up a network in azure and i have made a server 2012R2 on azure.
Following to that i created an VPN tunnel from azure to my on-premise device so far so good...

Next step is to config the azure server to my local domain and there it goes all wrong.

I cant ping either way from server to server so my guess is that the connection between the azure server and the virtual network is messed up. What to do?

The virtual network has the IPv4 of 23.100.63.196 and the vm is 100.75.126.xx (it's getting a ip from a DHCP sever)
I need to give my Server a static IP but i don't know what range to use. Do i need to go in the network range 23.100.63.xx?

please help, i'm really stuck
