Azure VMs, No Web Access, Can't Access Through HTTPS

"Our servers are up and we can RDP in but we cannot access through HTTP(s). We had a ticket open to add two cores to create a four core system. Shortly there after we could not access the servers from HTTP(s). The servers are up and running as we can RDP into them. They were deployed on Windows 2012 R2, Resource Manager. The security groups were already set up and working for  several weeks. The only changes were made by adding the two new cores to the account. No logs display for the resource in question. The server can see itself but no web access."
