Azure High performance gateway has very slow bandwidth

Hi,

We have a Site to site VPN connection.

We recently upgraded the VPN gateway to high performance.  But the performance is still very slow when apps placed in azure are access from on premise clients.

I used psping test to determine bandwidth:

Azure to onprem: 760 kb/sec

Azure to azure: 32 MB/sec

What can be the possible reasons for such low bandwidth even when using high performance gateway?

There is no other monitoring tool in azure to figure out the cause.
