My current scenario is 2 Subscriptions, Prod and Test. They each have a Classic Vnet and an ARM Vnet. All Vnets have a VPN connection back to On Premise Data Center that successfully work. All connections are back to on premise data center due to a limitation
on ASA firewall only allows Static Routing. Problem lies when pinging from ARM to classic. We are able to successfully ping from Classic Vnet to Classic Vnet across subscriptions. However, ping from ARM to Classic does not work. To be clear the route is ARM
Vnet to On Premise Data Center to Classic Vnet fails and vice versa. Does anyone have any ideas on what this issue may be? No NSG's are in place.

This is unhelpful. It's not a direct vnets connection it's going through VPN to on premise then back down to a different Vnet
