Ports Not Opening

I'm having issues opening ports for my VM. I've reached the point where I've just opened all NIC ports through the Azure portal and still I cannot get port 143 to respond.

Does anyone have any suggestions where I may be going wrong. Other ports such as 25, 53, 80 etc all respond when I have the full port range open (*).
