Azure Site to Site VPN

Hi Team,

We are having 3 on premises environment

1. development

2. Testing

3. Production

Also we want to have the same 3 environment @ Windows azure.

For each environment should i have to create virtual network in azure? 

How to approach this scenario while creating Azure Virtual network and that should connect on premises environment.

Please give me your taught on this.
