Are Admin Rights Required for Azure P2S VPN?

I need an official response from Microsoft for a client.  Does Microsoft require a user to have admin rights on the computer in order to install/use the Azure VPN point-to-site client?  Please note:  Installing is not so much the issue as it is UAC prompt when connecting and turning off UAC is NOT an option.
