Reserved/Static IP's with Reverse DNS Lookup via Azure Resource Manager

We're looking to use ARM for setting up a new set of VM's. We need those VM's to load balance against a static IP. I have two questions:

1) Can we even provision a static IP in ARM and assign it to a virtual load balancer for use by VM's?

2) In the ARM model, can we use manage the reverse DNS lookup of that static IP in ARM?
