Getting Traffic Manager to use Reserved IPS through Arm Template

I have one subscription and 2 resource groups. One resource group contains Reserved IPS and in another resource group there is traffic manager which should use the Reserved IPS from other resources group. How can I achieve this through arm template? It's an external endpoint andI have to set the traffic manager target as a Fully Qualified Domain Name of the reserved IP.

The following documentation: aka.ms/d834412 did not resolve the issue.
