Azure Latency giving users problems when conencting to RDS Server

Hi,

I have recently setup a RDS Server for a client to use with Office among a couple of other simple applications. We are running on a D12 instance and are using storage spaces for the drive where the applications are installed (7 drives) which seem to be a good practice but we are still experiencing poor performance in almost every application that we run on the server. Mainly applications which are connecting to the internet in some manner(Outlook for instance)

I have tested from 6 different locations in 2 different countries Norway and Sweden with internet connections varying between 100Mbit fiber, 100Mbit coax to 1Gbit fiber and I never get below 50 ms of latency.

What I need help with is to understand whether my problem is caused by the high latency on the traffic to the Azure Datacenter in northern Europe or by something else and also what could be possible to fix this. right now the client is paying approx 1000$ monthly for a terminal server that is way "slower" than their 5 year old server with much less resources than the Azure D12 instance.

Latency has been tested with iperf and PSping.
