New-AzureReservedIP with address already in use and downtime

I see the -ServiceName parameter for New-AzureReservedIP has finally made it into the Powershell cmdlets for Azure to allow reserving the current address in use for a service.  Can anyone confirm whether running this command can or does cause downtime during the reservation process or is it safe to run against live installations?
