Can you connect multiple Virtual Networks along with multiple On-Premise devices?

Here is my scenario.  I have 20 stores, I'd like to designate 2 stores to be VPN hubs for 9 other stores in their local region.  Those VPN hubs I want to have a connection to an Azure Virtual Network Gateway.  Then I want to connect the Azure Virtual Networks together.  I also want to create a DataCenter Virtual Network and network it together with the other Virtual Networks.  So that I can put a Virtual Machine in the DataCenter VN and the regional stores will have access to it in the DataCenter VN.  I have Cisco 881 routers that should be able to act as the VPN hubs.  I also have lower-end routers that can build VPN tunnels to the Cisco routers.  I've read that you can connect Virtual Networks, but can you connect an on-premise device to a Virtual Network that also connects to another Virtual Network.

Is all this possible?  Can anyone recommend an alternative?
