Traffic Manager not disabling endpoint

I have a basic setup with an endpoint in the east region and one in the west. I added a traffic manager with the two endpoints set to performance. When I disable the west endpoint it is never removed even long past the TTL. Disabling the east endpoint works as expected and within a few minutes I no longer hit that box. 

I should also note that I am on the east coast so I default to that box. I use a browser VPN plugin to test from the west coast, but have also confirmed this behavior with someone living out there that defaults to west.

Any ideas one one works and the other does not?
