Azure Virtual Network

I wish I am asking the question in the correct place, if not, please inform me to where to write it.

If I have 2 V-Network in my Azure, is there any default routing between it? or I have to configure it myself?

Can I create Site to Site VPN connection between my 2 V-Networks to my on-prim VPN Device?
