Azure Virtual Network creation issue

I am trying to create a virtual network with below IP ranges

Azure Network range :  25.38.2.0/24

Subnet-1                      :  25.38.2.0/26

Gateway                       :  25.38.2.64/29

IP ranges added to Local network

• 25.16.0.0/13
• 25.48.0.0/13
• 25.32.0.0/13 – When I add this range in particular, it’s getting failed to update the local network.

Please let me know any idea why 25.32.0.0/13  is conflicting with  Azure virtual Network Address space 25.38.2.0/24
